This determines which laws apply and where to send your appeal.
Not sure which type? Here is how to tell
Council PCN: Usually has the council name and crest at the top. The reference number often starts with a council-specific prefix. It may say "Penalty Charge Notice" at the top.
Private charge: Has the parking company's logo and name (e.g. ParkingEye, UKPC). Often mentions POPLA or IAS appeals. The notice typically arrives by post if captured by ANPR cameras.
